Alexandre Stervinou

Alexandre Stervinou is currently Director in the Cash and Retail Payments Policy and Oversight Directorate at the Banque de France, a 50+ staff directorate in charge of strategic policy orientations for, and the oversight of, all types of retail payments, with a focus on fostering innovations in those fields (e.g. CBDC with the digital euro). The Directorate also has a direct responsibility on cash anti-counterfeiting matters. Prior to this, Alexandre held a Deputy Director role in the Market Infrastructures and Innovations Directorate and, between 2019 and 2021, he was a member of the Financial Stability Board (FSB) Secretariat, where he mostly dealt with innovation related matters on the G20 agenda for financial services, and more specifically on cutting-edge topics such as cross-border payments, cybersecurity, crypto-assets and stablecoins, BigTechs, cloud services, artificial intelligence and machine learning.
Between 2015 and 2019, Alexandre was the Head of the Non-cash Means of Payment Oversight division at Banque de France, in charge of policy and oversight issues for cashless payments. In this role, he was the Secretary of the Observatory for the Security of Payment Means, chaired by the Governor of Banque de France, and Secretary of the National Payments Committee. To this end, he contributed to the development of a national and European retail payment strategy supported by
Banque de France, in collaboration with the private sector.
Alexandre has represented the central bank since 2008 in various international (G20, G7) and European committees related to payments, cybersecurity and innovation, notably working on regulation, supervision and oversight frameworks, and is currently also a member of the digital euro project steering group.

Pioneering Open Banking since February 2010, Simon Redfern is the CEO of TESOBE and Founder of the Open Bank Project. Simon studied electronic engineering in Manchester in the early 80’s and focused on real time programming and digital systems.  He then got into networks, spreadsheets, “pre-RDBMS”, and RDBMS, the web in the early 90’s and then NoSQL again! These days, he mainly works with Scala on Open Bank Project related activities. Based between Berlin and London, Simon has worked as a software developer, architect, sysadmin, DBA and CTO on numerous web / mobile platforms. Simon has full stack technology experience including: Scala, Python, Linux, Node, Oracle, Postgres, Redis, MongoDB, Akka and Kafka to name but a few.  Always keen to explore emerging technologies, Simon is also a composer and enjoys interdisciplinary creative collaborations. Simon is a keen supporter of open source and open data believing they are a sustainable force for social good. Simon was a technical lead on the UK open banking standards design group

I’m a data leader with over a decade of experience in the financial industry with experience working for the largest banks in Sweden, specializing in data engineering, data science, and building scalable, business-focused data organizations. Currently, I lead the Data & Analytics Engineering function at NOBA Bank, where I manage leaders across data infrastructure, analytics engineering, and data management (New sub deparment, never existed at NOBA).

My organization includes 28 people across Sweden and Norway, and I’ve been responsible for shaping it from the ground up—hiring, structuring teams, and setting strategic direction. One of my key achievements has been building a modern, unified data platform that supports self-service and democratizes data access across the business. Alongside this, I’ve established a data management and quality function to ensure strong governance, compliance, and trust in data.

We’ve also started using AI to simplify querying and data discovery, making insights more accessible to non-technical users and accelerating data-driven decision-making across the company. The platform is now in a rollout phase, with a growing focus on automation and scalable analytics.

Throughout my career, I’ve led cross-functional, cross-country teams and driven transformation in data architecture, regulatory reporting, and advanced analytics. I’m passionate about connecting people, data, and technology—and building teams that can continuously deliver value through smart, sustainable data solutions.

My career to date has been dedicated to public service, primarily in various roles within the Czech civil service, but also in European public administration, where I worked in the European Parliament. Specifically, I have worked at the Czech Ministry of Foreign Affairs, the Office of the Government, the Embassy of the Czech Republic in Ottawa, the Czech Ministry of Defence and the European Parliament.

In 2019, I was elected as a Member of the European Parliament by the people of the Czech Republic. Since taking up my position, I’ve taken on various roles and responsibilities. I am the Chairman of the Working Group for Access to Finance for SMEs, which functions under the umbrella of the Economic and Monetary Affairs Committee. My other areas of focus in this Committee are within the realm of the digitalisation of the economy, where I led the Parliament’s work in the area of digital finance and the deepening of the single market when it comes to capital and investment, known as the Capital Markets Union. I am also a substitute member of the European Parliament’s special Committee on Taxation, and have led the Parliament’s work on a number of tax-related files, including elements of the new EU VAT regime which will come into force this year.

I hold various other positions in the European parliament, for example as a member of the Parliament’s Delegation for relations with Canada, and a substitute member of several other parliamentary committees. My work in these committees varies from working on tourism, the future of the transport and passenger rights to migration, border management and research and practical use of new technologies, for example those based on Artificial intelligence, across a broad range of economic sectors.

Prior positions at Jyske Bank include VP of Pricing and Customer Solutions and VP of Head of Business Research. With a significant background at Vestas, where Torben was Director of Business Performance Management and Reporting & Compliance, key achievements included successful change management and cost reduction processes. Additionally, Torben has contributed as an external lecturer at Aarhus University since 2005, specializing in risk and performance management. Torben holds an M.Sc. in Business Administration and Finance from Aarhus University.

Stefan took his first steps at Raiffeisen Bank International AG (RBI) in 2011 as a working student in the IT Delivery Risk area. Over the following years, he worked as an IT Consultant within the company and outside as a strategy and management consultant in the financial world for Capco and Leonid Consult. Additionally, he served as a Group Program Manager for various topics such as bank regulations, big data, and analytics.

In recent years, he led the Data Tribe in the Group Data Management area, tasked with establishing modern data management in agile environments. Since July 2022, Stefan has been part of the RBI IT Management Team for IT Core and Data, leading cross-functional strategic Data Transformation, with focus on Data Mesh implementation, as part of IT Strategy & Transformation. Last year he took over the implementation of a new compliance and second line of defense function for prudential compliance and heads the new department including deputizing the Group Regulatory Compliance Officer of RBI.
